We have a report we run every so often as well. I would like to see the option to require adding a tax zone when creating a new customer/location. This would save quite a bit of time by doing it on the front end.
We created a custom report that we can run every so often to show work orders that were set up for locations that do not have Tax Codes assigned. We also get an email everyday for any that were set up so that we stay on top of it better. You can go to Knowledge Base to see if it can help?
