does this feature add another cost to our monthly bill?

This feature exists, I use it all the time with our clients. When you're in the job booking tab, on the left hand side you'll see "calls", "bookings" and "chat". The chat section keeps track of any chats between your office & your clients. As long as they have a cell number on file, you can just click on the little chat bubble next to the number & the system will open up a chat for you. It's super handy and everyone in the office can see/reply to the chats.
