Discount on one category applies to Membership that doesn't have that category.

We have several different memberships for different types of services we provide. For example, we have a membership for plumbing that applies to things like toilets and showers. Then we have a membership for hvac, that applies for things like air conditioners and furnaces. In the pricebook we have all of our different services in their own categories, and those categories are then listed under the appropriate memberships for their discounts. 

Recently we noticed that someone who had a hvac membership got the discounted price for a toilet repair- something that falls under the plumbing category. We tested it and managed to replicate the issue, then tested it the other way around, finding that plumbing memberships get access to hvac discounts when they shouldn't.

We double checked the pricebook that the services we tested were in the correct categories, then checked that the memberships had the correct categories under each one. We still can't find where the issue lies and how to prevent giving customers discounts they didn't sign up for.

At this point, we're at a loss for what to do. How can we make this work? Has anyone else had this issue?
