For membership billing, if you set the preferred payment method to online payments would it send an invoice to the customer to make the payment online on the next billing date?

No, it doesn't work like that- it would put it in your UNSUCCESSFUL or UNATTEMPTED batch. You could then email that batch to your customers manually though!
