Technican scorecard pulling in techs incorrectly

When I use the modular dashboard and drill down by business unit (department), it is randomly pulling in technicians that do not belong in that BU and they do not have any opportunities.  Any reason this might happen.  Example would be that a service tech would be listed with 0 opps when drilling down to sales only or install only.

Unfortunately we have this issue as well and there is not a way to fix this. I like how there are custom dashboards but there is a lot of work that needs to be done on them in terms of functionality.
