HVAC Companies in Texas using Flat Rate

Is there any HVAC companies in Texas using flat rate pricing, If so how is material taxes calculated without taxing labor?

We had to set up a duplicate price Book for commercial applications. Techs simply have to choose from 2 menu items on their iPad. 

it is fairly simple if you download existing pricebook into excel, copy the entire workbook and paste it into another workbook (not worksheet), make the changes to the taxing and upload. We used support when doing this to make sure we didn’t mess it up. It works fine for us.
