Is there a way to customize and create pop up notifications within ST?

Is there a backend feature that allows you to create a pop ups? We have one that pops up when you select a customer who has a balance but how to re-create that for example, CSR takes call and selects a job type related to tankless water heaters. A pop up window appears reminding you to let the customer know of the dispatch charge which differs from other jobs. We can use them on a variety of information within the software. Any insight anyone? Is this possible?

I also want to know about this. Sometimes we are trying to get a hold of a customer for various reasons (may not be a balance) and playing phone tag. We need the CSR to see the note right away, so we can speak with them.
