Merge Customers - Move this feature out of Settings so users can use it but not see ALL settings

Please move the "Merge Customers" out of (Settings -> Tools)
It's separate permission, but if I want to give someone other than a manager this permission, we also by default have to give them the option to go to settings where they can see employees, payroll, and all other sensitive settings. 

For bigger companies with large call centers, and the fact that the native function of ST creates duplicate locations when someone moves, we would want more than one person to have the ability to merge customers but do not want everyone to have "Settings" access, so we can not assign them without giving away sensitive settings data. (Access to Settings/Gear)
