No, and you're correct it is always in the way, especially with the new dispatch board flyout menu taking up the same real estate on screen.
If you have the Phones Pro box open though, and click the wrench, there is an "Auto-Collapse embedded phone" option that will at least make the box go away when you click or type outside of it. Thats the only way to get the PhonesPro box to move at all, that i'm aware of.
