I must be doing something wrong or have my settings wrong. I am trying to create a report but neither I or the owner have that button. What do I need to do to get that button. I am trying to see my jobs that are on hold.

As far as I know, Custom Reports are only available on Service Titan Legacy and Works Packages, if you have Starter or Essentials this feature is not included. If you have Works or Legacy make sure to verify your Reporting permissions under settings

There may be a permission in user accounts under settings for creating reports. Check there. In the meantime on the dispatch board there is a hold button below the technicians that should list all jobs on hold.
