mandatory splits

Can we figure out how to make splits mandatory. Maybe not allow the invoice/ job be exported without splits being done.

We created a tag (checked) that goes on each job once the installation manager has verified the equipment is correct and that the splits have been done. Accounting knows not to export an invoice until the job is marked with this tag.
