Pre added Estimates

Not sure if this is possible or not.  When we have a "Potential Member" tag on a customer we would like that work order to already have an estimate for a Membership attached.  That way every potential member is given at least an estimate for a membership.  If not sold on site it would give our rehash team a second chance to do so.  Is there any way to do this?
