I think it would be a great additional module for permit management - Something to help keep track of permits issued, inspected, closed out, failed, etc.

Are you using custom fields at all? I have two text fields on the Jobs form labeled as Permit Location and Permit Numbers.

So it would be something like:

Permit Location: Gotham City

Permit Numbers: Submitted

Once I get the confirmation, Permit Numbers gets filled out with Permit#1, Permit#2, etc.

You could have a custom drop down field that has options like: Issued, Inspected, Closed, Failed, etc.

Once you add the fields, you can edit them by editing the Job.
