Customer in audience receiving the same email multiple times and off of the intended schedule

We are using Marketing Pro and we are trying to set up an email automation that targets 'Unsold Estimates'. 

The logic I set up for the audience seems to work for some customers but others are only receiving the first email in the sequence and they are receiving it at exactly 5 days apart which is not the intended schedule. 

We are trying to target estimates that were sent 2 days ago.  We want the customer to be in the audience for 30ish days until the last email in the sequence sends. 

INCLUDE:

Estimate
Estimate Status: Open
Created On Date: Between 3 and 25 Days In the Past
Dollar Value: Greater than $1
Business Unit: xxx, xxx, xxx
Opportunity Status: Not Attempted, Unreachable, Contacted
Technician: xxx

 

EXCLUDE:

Estimate
Opportunity Status: Won, Dismissed

OR

Customer
Last Email Date: Less Than 3 Days In the Past
