Is there a way to run a report for all sales done by the state in 2021

Yes. You would want to run a job report that sets the date range from 1/1/2021-12/31/2021 then add a column that has the customer state then you would for example select the filter type "Contains" then for the text part add the 2 letter state code... example would be: AZ, for Arizona.
