Edit an Exported payment

Why are there buttons on the invoice screen that we are not allowed to use?

Example: On the invoice screen there are two buttons next to the payment (even AFTER the export is complete). 1 - edit. 2 - Delete. You can click on edit and and make the changes you want. Then when you go to save, it gives an error that states you are not able to do so due to the payment being exported.

What are the special circumstances?

The button is there because under special circumstances the payment is allowed to be unlocked for editing. However, this is not encouraged behavior.

How do i unlock an exported payment to be edited?
