Alert - Capacity Planning was not used

I think it would be helpful if we had an option to create alerts when capacity planning is not used.  We find ourselves becoming overbooked due to jobs not being booked with capacity planning / Get Availability.  If an alert is not an option would creating a report for this be an option?
