Loosing man hours! Keep Service Techs on track! PLEASE make me a timer!

I am sure some of you have same problem. Service techs in field take 2 hours before they have made a estimate or started charging the customer anything.

I would like a timer on each job as soon as they pull up and dispatch job a timer automatically starts. If they have not added a estimate to job alarm goes off and they have to call the office. The same time a alarm goes off at dispatch and dispatcher needs to call the service tech to make a plan.
