Adding rules to forms

Could there be a way to incorporate adding a rule to a form that when a specific line item is checked or marked that it can be formatted to trigger a different form to be required?

API Create Note & Assign createdById

Im able to create notes through the API but when I try to assign a {user_id} to the {createdById} it reverts back to our default company id. Is this a bug or is it automatically assigned on the ServiceTitan side?
